  • Local Government in systems of cooperative government and Municipal monitoring and supervision 
  • New institutional models of Local Government 
  • Composition, election and term of Local Government in SA 
  • The specific powers and functions of Local Government 
  • Political structures and internal procedures 
  • Basic functional activities of Local Government and municipal service

Course Outcomes

  • Demonstrating an understanding of the background and founding provision of the Constitution and how this impacts local government.
  • Analysing and interpreting the concept of co-operative government.
  • Identifying and explaining the broad spectrum of municipal and related administrative legislation and regulations that guide and direct the daily functioning of local government.
  • Identifying and explaining the objectives of local government.

Course Modules

Day 1 

  • understanding of the background and founding provision of the Constitution and how this impacts on local government
  • Identify and explain the broad spectrum of municipal and related administrative legislation and regulations that guide and direct the daily functioning of local government

Day 2

  • Analyse and interpret the concept of co-operative government
  • The concept of developmental local government is explained with examples and references to related legislation and the Constitution
  • Identify and explain the objectives of local government
